Don Sparks is director of the Distinguished Scholars Program and emeritus professor of international economics at The Citadel (Charleston, South Carolina) and visiting professor of international economics at the Management Center Innsbruck (Austria). He served as a staff assistant to US Senator Ernest Hollings and later senior economist for the South Carolina Sea Grant Consortium where he directed their Indian Ocean Initiative.
Dr. Sparks has been a consultant writing on African economic issues for the Economist Intelligence Unit, the United Nations Industrial Development Organization, and the United Nations Council for Namibia. He organized a National Science Foundation/IUCN workshop in Mauritius on Ocean and Coastal Development and Protection and has written extensively on blue economy issues in the Western Indian Ocean. He edited the 2021 volume The Blue Economy in Sub-Saharan Africa: Working for a Sustainable Future.
