Volker Schneider studied political science and economics in Berlin and Paris, He obtained a PhD from the European University Institute in Florence (Italy), and received his habilitation at the University of Mannheim. Between 1986 and 1997 he was research fellow at the Max-Planck-Institute for the Study of Societies in Cologne, Germany. In 1997 he took up the Chair of Empirical Theory of the State at the University of Konstanz.

In 2001 he was visiting scholar at Annenberg School of Communication, Los Angeles; in 2006 he was visiting fellow at the Center for European Studies at Harvard University, and in 2019 he was visiting researcher at the WZB in Berlin. He is emeritated since 2020. Volker Schneider had for many years held the offices of the Dean and the Head of the Department of Politics and Public Administration at the University of Konstanz.

Volker Schneider has written extensively on policy networks, politics and policy of technology, government-business relations and the evolution of governance structures. In a long term perspective he is working on a theory of the modern political systems in a systemic and relational perspective, combining complexity and network theories. His research interests are: Theories of the state, theories of governance and public policy, complexity theory, network analysis, policy analysis in the areas of innovation, energy, climate and ICT technologies.
